In addition, controversies between the U.S. and a State are ruled by the State Supreme Court. The State Supreme Court has jurisdiction of all proceedings or actions by a State against aliens or citizens of another State.  The state court of appeals handles proceeding and ruling over appeals received from district courts within the State.
